Frequently Asked Questions about the Virginia FRAC
Pilot Program

  1. What does FRAC stand for?
    First Responder Authentication Credential.

  2. How will this credential assist me in gaining access to a critical incident scene?
    This credential will enable Incident Commanders to electronically authenticate the identity and attributes of emergency responders at an incident scene prior to granting them access. This is accomplished through the use of a wireless handheld authentication device located at a critical incident scene perimeter.

  3. Will a FRAC automatically grant me access to a critical incident scene or through a perimeter checkpoint?
    A FRAC does not automatically grant an emergency responder access to a critical incident scene or through a perimeter checkpoint. Access to an incident site is solely determined by the Incident Commander. The FRAC enables the Incident Commander to make an informed decision regarding the identity and need for the credential holder.

  4. Can FRAC credentials be issued at the scene of a critical incident?
    At this time FRAC credentials can not be issued at a critical incident scene. The purpose of the FRAC program is to credential emergency responders prior to an incident.

  5. Will emergency responders who don’t get a credential be able to access a critical incident scene?
    The FRAC credential is intended to be a pre-authorization for emergency responders. This will allow Incident Commanders to make more informed decisions regarding the validity of an individuals’ identity, thus allowing the responder quicker access to the scene. Emergency responders who do not possess a FRAC may be granted access based upon the protocol established by the Incident Commander.

  6. Who will produce my credential?
    For the Commonwealth NCR pilot program, credentials will be produced by a contractor.

  7. What type of information is stored on the card?
    The FRAC contains basic identification information such as name, agency information, expiration date, photo, two digital fingerprints, and digital certificates.

  8. Will I have to remember a PIN number?
    Yes, each FRAC cardholder will be asked to create and remember their 6-8 character numerical PIN number that they created at the time of issuance. Information stored in the card can not be released without the PIN, therefore the cardholder is required to know the PIN and enter it into the handheld authentication device at critical incident scene perimeter.

  9. Where will my fingerprints be stored?
    Fingerprints are stored in the credential and are only used as an extra validation mechanism to authenticate the identity of the person presenting the credential to the biometric fingerprint stored on the credential.

  10. Why is this credential better than the one I already have?
    The FRAC is built on operational and technical standards which are recognized across the nation as an interoperable standard form of identity.

  11. What happens if I lose my credential?
    Lost FRAC credentials must be reported to the individual who sponsored the Applicant.

  12. What documentation will I need to get a credential?
    Applicants will need to complete the application form and present it along with two forms of acceptable identity documentation from I-9, OMB No. 1115-0136, Employment Eligibility to the Registrar. At least one of the documents must be a valid picture ID issued by a state or by the Federal Government.

  13. Who sponsors me to get a credential?
    FRAC Sponsors are identified and pre-registered in the FRAC Issuance System. The Sponsor is responsible for attesting or “vouching for” the FRAC Applicant and their need to be issued a FRAC. FRAC Sponsors have been previously established by your jurisdiction.
